Following would be our rules:
No killings 

No Killings for hobbies,
hunting activities should be controlled,not only for endangered species but for all.

No killings for animal hides or fats or such processes.

Researches,dissection for educational purposes are not  valid excuses if we have AR,VR and 3D bioprinting technology 

Human consumption should be the ONLY exception with least painful procedure,and only in that case the fats hides etc would be used.( i.e no room for crocodile skin)

Researches

Researches involving pain,organ or tissue damage or deprivation of any nutrient or something important for them(light,gravity etc),or any such alteration should not be allowed.Organs or tissues of interest could be bioprinted.

Farming livestock

Latest technologies specially for their benefit, taking special care of their health and environment.Precision ensuring technologies,automations

Endangered species

Every possible effort to save them and also their ecosystem.

Animal emergency/rescue departments

Especially in areas near forests etc or during natural disasters or any such emergencies.Helpline numbers too.

Special care for picking injured/diseased wandering animals/ birds etc too

Emergency management departments for humans 

Specially for bites, allergies etc

Areas would be noted and specified.

Education departments

Again area specific.Education would be according to animals or insects commonly found in the area.Special efforts towards dealing with phobias,rescue specially in case of bites and also empathy towards them,equally (for all animals,birds, insects etc)

Hygiene is something else and empathy and kindness is something different, literally essential for higher beings.(Remember the hadees about giving water to an impure thirsty animal,for which the person was forgiven)

Forests,waters, natural habitats maintenance

Conservation of species as well as their natural habitats.Safety from pollution, prevention of deforestation etc.

Insect repellants vs insecticides/pesticides 

Repellants and control at the earliest lifecycle stages or preventive measures should be prioritized over the use of insecticides.

Inactivating drugs would also be prioritized.

Insects or animals etc causing Life threatening conditions would be controlled otherwise.

Unethical games

Cockfighting,dog fighting,bull fighting and all such games/sports/modes of entertainment involving any physical or emotional harm should be illegal,banned and punishable.

Care should be taken in movies etc too.

VR zoos and aquariums vs Conventional Zoos and aquariums

Animals and specially birds in "zoos"- Zoo culture should be discouraged too,rather visit them and discover them in their own natural habitats or go to VR zoos and aquariums.

Hologram zoos are also an option.

Keeping the animal or bird away from. their natural habitat, hindering their natural abilities and keeping them away from their families would never be appreciable in Islam and other religions.Be cautious.

Rape of animals
Penalty according to the religious orders of majority population of mega unit.

Islam mentions the death penalty of both animal and human (public stonning should be preferred)
